2012 Updates

Program / Project Planning and Management – M&M recently completed an assignment in the Canadian / Alberta Oil Sands industry. The client is an owner company that is planning and executing a major expansion to an existing oil sands mining and upgrading facility. The current facility produces approximately 110,000 barrels per day of synthetic crude oil from oil sands. The expansion program is intended to increase this daily production to 250,000 barrels per day of synthetic crude. The reported budget for this expansion program is $2 billion per year for the next 4+ years.

M&M provided program planning and management services. M&M developed a comprehensive Program Management and Execution Plan and Manual. This program management manual documented current practices and established programmatic-level bases for areas where existing practices presented opportunities for upgrading. The underlying projects total ten or more and are planned for execution under several differing strategies.

Dispute Resolution and Litigation Support – M&M is currently engaged in two large disputes. One is an international power plant project and the other is a planned US infrastructure project. M&M expert services include changed work (additions to scope of work), productivity impacts and loss, schedule issues (delay and acceleration), execution planning alternatives and other project-related dispute issues. The services being provided by M&M include both entitlement and quantum/pricing. M&M is a selected expert in both matters. In one matter, M&M is representing the Owner. In the other, M&M is representing an international contractor.

Prior to these two large and complex disputes, M&M provided expert services on a dispute (settled prior to scheduled ICC arbitration) regarding a grassroots Liquefied Natural Gas (LNG) Terminal. In this international project, M&M represented the mechanical contractor regarding field labour productivity. English and Wales law was applicable.

McLaughlin & McLaughlin recently completed preparation for arbitration (settled) in support of a major international contractor on a Liquefied Natural Gas (LNG) Terminal Project. This arbitration was situated in London and the applicable law was English and Wales. McLaughlin & McLaughlin’s scope of analysis was disruption and productivity and George T. McLaughlin was the named expert. Detailed analyses showing or demonstrating cause and effect were the key deliverables. The size of the dispute was in eight figures, USD.
